Covering an area of 5,000 square meters, it includes 52 National Products Pavilions and 36 temporary National Products Pavilions, as well as the Feast of All Nations dining ares.
There are 4 Tuoba-style cultural stages, 7 displays of Tuoba & Western Regions ethnic culture, and three daily ceremonial performances:the morning opening ceremony, the evening lighting ceremony, and the closing blessing ceremony.It restores the grand scene of an international market from 1,600 years ago.
B.Indoor “Tuoba Western Regions Catering Experience Zone & Feast of All Nations dining ares.”:Covering 3,000 square meters, it includes 46 multi-ethnic catering stalls from around the world, with a capacity to receive 600 visitors simultaneously.
C.Indoor "Tuoba Cultural Immersive Experience Zone":Covering 12,000 square meters, it features Northern Wei-style antique competitions and games, modern sports competitions, and digital sports.
There are 9 immersive viewing areas and Tuoba cultural experiences, allowing visitors to travel through the prosperity of a thousand years ago in both virtual and real scenes.
Admission is by one-ticket pass, with a capacity to receive 1,200 visitors simultaneously.

Does the project receive any support or endorsement from local government authorities or state-owned enterprises? If yes, please provide the names of the relevant institutions.
Tuoba City is an integrated cultural tourism complex project.The project assets are owned by Datong Cultural Tourism Investment Group Co., Ltd.
Datong Qilongyuan Sports Culture Media Co., Ltd., a private enterprise, is responsible for the investment, operation and management of the project.
-Product Compliance Requirements:
Tuoba City operates a business model where foreign nationals sell foreign products.All products, including food and cosmetics, must comply with all applicable requirements for imported products in China.
The outdoor area (National Products Pavilions) is only permitted to sell packaged food, tourist merchandise, light industrial products, cosmetics, and packaged agricultural products.
The indoor catering area (Feast of All Nations dining ares.) is suitable for food stalls using gas or electricity as energy sources.
In accordance with the Provisions on Clear Price Marking and Prohibition of Price Fraud issued by the State Administration for Market Regulation (Order No. 56 of the State Administration for Market Regulation, issued on April 14, 2022, and effective as of July 1, 2022), all products sold at Tuoba City must be clearly priced.
--Seasonal Exhibition or Trial Sales
We will organize temporary national pavilion exhibitions and sales activities during different seasons throughout the year, including but not limited to the Spring Festival, May Day Holiday, summer vacation, National Day Holiday, Christmas and New Year’s Eve. Similar events have been successfully held for the past two years.
During seasonal exhibitions or trial sales, demand for train tickets to Datong is extremely high. We recommend purchasing tickets as early as possible after confirming participation, and promptly provide us with your travel details so that we can coordinate airport/station pick-up and accommodation services in advance.
Due to Datong’s winter climate during the Spring Festival sales period, sales activities will be held indoors. The focus will be on packaged food; fried food is prohibited. Cosmetics may be sold as usual.
1.Why carry out seasonal exhibitions or trial sales?
To allow merchants to fully experience Datong’s business environment and the performance during peak sales seasons before settling into the National Products Pavilions and Food Court,Tuoba City invites partners to conduct retail sales of products, rather than merely exhibit displays.
Special privileges or free benefits for those invited to participate in trial sales or settle in Tuoba City are specified in the signed contracts for the National Products Pavilions / Feast of All Nations dining ares., as well as in the invitation letter.
Any additional subsidies, funding or free benefits beyond these shall be applied for separately.
2.Can the revenue from seasonal exhibitions or trial sales cover the costs of coming to Datong?
The seasonal exhibitions and trial sales launched by Tuoba City are held during the peak tourist seasons of the Datong Ancient City, with booths free of charge.Each booth measures 2.4 meters in length, 1.2 meters in width, and 0.8 meters in height.
Merchants may independently select the number of booths according to their needs and are required to inform us in advance for overall arrangement.
The average daily visitor volume is expected to reach more than 8,000 to 10,000 people.
Datong enjoys convenient transportation:
· It is 346.5 to 380 kilometers from Beijing.
· Approximately 2.5 hours by high-speed train.
· Approximately 4–5 hours by car.
Visitors may travel to Beijing first and then transfer to Datong.The investment offers favorable returns.
3.If foreign merchants are unable to confirm their long-term intention during the seasonal exhibition or trial sales period, how shall we sign the electronic contract?
If you do not have long-term cooperation intention for the time being, you may apply for 1–2 persons to participate in the seasonal exhibition or trial sales.Tuoba City may waive the provisions in the electronic contract regarding long-term operation in the National Products Pavilions, establishment of a Datong branch, and profit sharing.
However, to comply with registration procedures, you are still required to sign the electronic contract.A statement may be added to the contract as follows:“This signature is for registration purpose only. I reserve the right to decide whether to sign the official paper contract on-site at Tuoba City.”
--Long-term National Products Pavilions / Feast of All Nations dining ares.
Settling in the National Products Pavilions / Feast of All Nations dining ares.
Tuoba City is a long-term exhibition venue for imported products in China.The project investment promotion targets merchants with long-term settlement intention, rather than those for seasonal exhibitions or trial sales.Rent is free of charge.
Long-term settled merchants may conduct normal business operations in other parts of China without relevant restrictions.In accordance with the signed contract, merchants may independently choose to operate on a long-term basis in the National Products Pavilions or International Food Stalls at Tuoba City.They may also use Tuoba City as a logistics hub for northern China to conduct related business.
1.Who shall bear other expenses for settling in the National Products Pavilions / Feast of All Nations dining ares., apart from rent exemption and visa support?
International transportation, customs clearance, local taxes and fees, product certification, logistics, visa fees, etc., shall be borne independently by the foreign merchant.Tuoba City only shares the revenue on a monthly basis and in proportion as agreed in the contract.

--Core Logic of the Project:
During the seasonal exhibitions and trial sales period, merchants are required to sign an electronic contract before arrival to indicate their intention of long-term cooperation.After arriving in Datong, they shall sign an official contract with Tuoba City.
Subsequently, merchants shall establish a company or branch in Datong, pay taxes to the local government, and cooperate with Tuoba City to share revenue monthly and proportionally in accordance with the standard contract.
1. What are the requirements for origin products sold by tenants in the National Products Pavilions / Feast of All Nations dining ares. at Tuoba City?
Products sold by foreign merchants must originate from their country of citizenship, be imported through legal channels, and comply with China’s requirements for imported goods.
Products include but are not limited to: handicrafts, packaged food, tourist merchandise, light industrial products, cosmetics, and packaged agricultural products.The sale of aquatic products is prohibited.
2.How do foreign merchants receive payments?Can foreign merchants collect payments from customers using their own WeChat Pay, Alipay, or bank cards?
No.Tuoba City will implement unified cashiering.All funds from merchants’ product sales must be collected through Tuoba City’s unified payment platform, including dedicated cashier system, POS machines, WeChat Pay, Alipay, UnionPay and international cards.
Any private collection of payments in violation of the agreement shall be subject to a penalty of 30 times the total amount involved, and the agreement may be terminated until such penalty is fulfilled.
3.What is the validity period of the agreement?
The initial term of this Agreement shall be one year.If the foreign merchant wishes to continue performing the Agreement, it shall deliver a written renewal intention to Tuoba City 30 natural days prior to the expiration of the Agreement term.Under the same conditions, the foreign merchant shall have priority right to renew.Both parties shall renew the Agreement before the expiration date.
The continuous operation term of the foreign merchant in Tuoba City project shall not exceed five (5) years (60 months).Renewal for the next five-year period shall be implemented by referring to the renewal method of the previous five-year period.
4.What is the revenue sharing ratio for the total sales revenue of products sold by foreign merchants?
Foreign merchants shall be entitled to the share of the total sales revenue of their products based on Tuoba City’s investment promotion progress. The specific percentage shall be subject to the signed contract.
5.When will the monthly reconciliation and settlement be conducted?
Within 15 natural days of each month, the foreign merchant shall provide the sales data and statement from the unified cashier system for the previous month.Within 3 natural days from the date of receiving the sales data and statement, Tuoba City shall confirm the statement and pay the revenue share to the foreign merchant’s account via bank transfer.
6.What expenses shall the foreign merchant bear?
The foreign merchant shall bear all expenses related to the use and operation of the National Products Pavilions / Feast of All Nations dining ares., including but not limited to interior decoration, utilities (water and electricity), and staffing costs.
7.What expenses shall Tuoba City bear?
Tuoba City shall bear the expenses for decoration, maintenance, cleaning, security and property management of public areas such as public walkways, plazas, restrooms and elevators; utilities for public areas (water and electricity); unified project promotion expenses; and centralized heating expenses in winter.
8.When will the project open?
The specific date when the foreign merchant may access the National Products Pavilions / Feast of All Nations dining ares. shall be subject to the date confirmed by the relevant government authorities.Tuoba City shall notify the foreign merchant of the exact date two months in advance before providing access to the National Products Pavilions / Feast of All Nations dining ares..
9.Do foreign merchants need to register an enterprise in Datong before settling in Tuoba City?
Yes. After signing the entry contract with Tuoba City as an individual, a foreign company or a domestic company, foreign merchants shall complete the business license of a company or branch in Datong, obtain other valid and legal operation permits, and go through import customs clearance procedures for products, to ensure all certificates are valid and legal during the term of the agreement for operating the National Products Pavilions.
10.What legal issues should foreign merchants pay attention to when operating the National Products Pavilions in Tuoba City?
Foreign merchants shall operate independently in the National Products Pavilions / Feast of All Nations dining ares. of Tuoba City, pay taxes in accordance with the law, provide legal invoices to consumers, and bear legal responsibilities and consequences independently.
They must strictly abide by laws and regulations of China including the Product Quality Law, Food Safety Law, Consumer Rights Protection Law, Import Commodity Inspection and Quarantine Law, Price Law, Fire Protection Law, Intellectual Property Law, as well as relevant local provisions.
11.May foreign merchants develop additional franchise partners for joint operation?
Foreign merchants shall not transfer, sublet or subcontract the shop to any third party in any form.After signing the contract with Tuoba City, the foreign merchant shall obtain the legal operation qualification and establish legal and operational relations with Tuoba City.
Any operational conduct by any non-legal entity other than the contracted merchant shall be unrelated to Tuoba City and shall constitute a breach of the contract.
12.Is the performance bond stipulated in the contract mandatory?
Yes. The foreign merchant shall pay the corresponding performance bond to Tuoba City within five (5) natural days from the date on which the agreement cooling-off period ends and the agreement is not terminated by both parties.
The main purpose is to guarantee the full performance of all obligations under the agreement by the foreign merchant, including but not limited to compensating all losses caused to Tuoba City due to the merchant’s breach of contract, product problems, infringement of third-party rights and interests, as well as recovery of utilities and other fees.Tuoba City reserves the right to directly deduct the corresponding liquidated damages, compensation, fees, etc., from the performance bond.
After any deduction from the bond, the foreign merchant shall make up the shortfall within three (3) natural days upon receipt of notice from Tuoba City.
Upon expiration or termination of the agreement, the foreign merchant shall settle all payable fees and return the shop.Tuoba City shall refund the remaining balance of the performance bond (if any) to the foreign merchant without interest within fifteen (15) working days.
13.Are foreign merchants required to open for business every day?
Yes.Tuoba City is an innovative tourist complex. In addition to the indoor and outdoor National Products Pavilions / Feast of All Nations dining ares., it also features immersive competition areas, performance zones, and other shows.To serve the year-round visitors to Datong Ancient City, Tuoba City opens daily from 10:00 to 22:00 (special hours for holidays or peak periods will be notified separately).
The cooperation agreement may be terminated if the merchant suspends normal business without justifiable reasons for 3 consecutive natural days or 7 cumulative natural days per month.
14.Must the country and cuisine style be specified when signing the contract for the Feast of All Nations dining ares?
Yes. Foreign merchants voluntarily enter the Tuoba City project, and the country and food style of the cuisine must be specified in the contract, including but not limited to Spanish-style cuisine, Cameroonian-style cuisine, or New Zealand ice cream, etc.
15.Are there any special requirements for the registration of catering enterprises?
Yes. Foreign merchants must obtain a business license, food business license, hygiene license, other valid and legal operation permits, as well as import customs clearance procedures, and ensure all certificates are valid and legal during the term of the agreement.
16.What legal issues should foreign merchants note when operating catering in Tuoba City?
Legal issues and regulations that must be observed include, but are not limited to:Foreign merchants shall inspect the suppliers’ licenses and food ex-factory inspection certificates or other qualification certificates, establish a food purchase inspection recording system, implement a food sales recording system, improve food safety management systems, provide food safety training for employees, strengthen food inspection, establish and implement an employee health management system.Employees must undergo a health examination annually and obtain a health certificate before starting work.

Tuoba City provides invitation and visa support services for signed foreign merchants. The invitation letter is issued by Datong Qilongyuan Sports Culture Media Co., Ltd. The applicable visa types include M Visa, Z Visa and R Visa, and the invitation letter is divided into general invitation and TE invitation.
