Huizhi Innovation City South Garden provides 2,614 residential units: Tuoba City will allocate 100 apartments for merchants of the National Products Pavilion and Feast of All Nations Food Court. Current distribution: 49 National Commodities Pavilions and 38 catering pavilions (one unit per pavilion/food court).

Foreign merchants may independently use these apartments exclusively for staff residing in their National Products Pavilion or food court premises, prohibiting subletting, lending, or unauthorized use.

The free housing benefits are synchronized with the validity period of foreign merchant operation agreements. Should any operation agreement terminate, merchants must vacate apartments within 7 days.

Prior to occupancy, foreign merchants must submit written reports to Tuoba City containing names, passport numbers, contact details, and operational relationship proofs of proposed occupants (two copies per list).

Foreign merchants guarantee that reported occupants are exclusively staff members of their respective pavilions/stalls, with a maximum of four individuals. Any personnel changes must be submitted in writing at least 7 days in advance.

Apartment usage rights are free of charge (no rent), while expenses for electricity, water supply, waste disposal, and winter heating shall be borne and paid by foreign merchants and occupants on their own.
